The County Administrator shall advise, assist and act as agent for and be responsible to the Grundy County Board for the proper and efficient administration of such affairs of the County as are assigned to the position by the County Board.

  • The County Administrator oversees and directs day to day operations of the County functions and activities which under the jurisdiction of the County Board.
  • The County Administrator assists and cooperates with County Departments, offices, or agencies under the County Board's jurisdiction in regard to policy decisions in all such departments, offices or agencies. The County Administrator provides long range planning for the community in regard to the County policy and affairs as directed by the County Board.
  • Cooperatively works and collaborates with all departments, offices and agencies not under the County Board's jurisdiction or policy control to promote a high level of interdepartmental cooperation and consistency of administrative procedures and operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Ensures enforcement of County ordinances, orders, or regulations as may be directed by the County Board.
  2. Administers policy direction approved by the County Board and manages the day-to-day operations of the County government under the jurisdiction and policy control of the County Board; assists County departments and agencies in providing cost efficient and effective delivery of services and performance of operations; receives informational reports from County Departments on a monthly basis.
  3. Provides liaison and continuing communication between the County Board and County Departments, offices, and agencies not under the County Board?s jurisdiction or policy control.
  4. Monitors and coordinates County Board approved projects, programs, and contracts. Assumes administrative responsibility in areas designated by the County Board and when special projects dictate the need, keeps the County Board appraised of progress on a periodic basis through written and oral reports. Provides semiannual and annual reports to the County Board at its June and December meetings. 
  5. Attends and participates in County Board and Committee meetings; assists in preparation of agendas with the Administrative Assistant to the County Board, and Department Head to ensure that the information is disseminated to the committee members for their review prior to the committee meetings when possible. Provides support and coaching to department heads in the preparation for these meetings. Recommends policies and procedures and assist the department head or provides the information for review by the committee.
  6. Assist the County Board and Committees in the development of long range goals, plans, and strategies including long term revenue, expenditure plans, and capital improvement programs.
  7. Prepares and submits to the County Board an annual budget with the assistance of the Administrative Assistant in accordance with state law and policy guidelines approved by the County Board, reviews departmental and agency budget requests, including all funds, departments, and agencies which the County Board is required to review and approve; monitors budget implementation and provides periodic reports to the County Board.
  8. Represents the County Board as directed or requested by the Board.
  9. Oversees the EMA Development and dissemination of public information and media releases as directed to the County Board.
  10. Responds to public inquiries by researching the issue and providing follow-up or by directing those inquiries to the appropriate department head or elected officials for resolution.
  11. Cooperatively works with the Human Resources Director in administering the County Personnel Policy, and changes to those documents. Provides annual evaluations to department heads and with the assistance of the Human Resource Director provides coaching when necessary to those key employees.
  12. Employs and supervises clerical and administrative personnel when necessary for administrative tasks as may be authorized by the County Board Chairman or County Board.
  13. Develops, recommends, and administers intergovernmental agreements between the County and other governmental units. Coordinates with Department Heads County Programs with those governmental units.
  14. Develops and supervises grant applications and awards, monitors expenditures of those grants and supervises reporting. Provides assistance to Department Heads in the administration and obtaining of grants for departments.
  15. Administers with the Administrative Assistant, and Human Resource Director the Risk Management Plan for the County.
  16. Assists Department Heads with purchasing procedures; prior review of specifications for major purchases as defined by the County Board of services and equipment, including contracts and other agreements.
  17. Assists when necessary the care and custody of all County property with the Department Heads and Administrative Assistant. Assists Department Heads with the sale or disposal of surplus items owned by the County.
  18. Responsible for monitoring and providing Department Heads and Elected Officials with opportunities for grants.
  19. Assists the County Board Chairman and other County Board members with union negotiations when requested.
  20. Coordinates with the Administrative Assistant the County Board Orientation.

MINIMUM REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and abilities required.

  • Execution, in conjunction with boards and Committees, in the development of long range goals, plans, and strategies including long term revenue, expenditure plans, and capital improvement programs.
  • Preparation of annual budgets in accordance with state law and policy guidelines approved by Boards as well as review of departmental and agency budget requests, including all funds, departments, and agencies which the County Board is required to review and approve; monitors budget implementation and provides periodic reports to the County Board.
  • Grant development and intergovernmental agreements.
  • Previous leadership and supervisory experience.

EDUCATION AND EXPERIENCE:

  1. Bachelor's degree in the field of Public Relations is preferred, plus 5 years of related experience as detailed in the Essential Duties/ Responsibilities and Qualifications sections, and previous supervisory experience.
  2. Associate's degree or equivalent degree from a two-year accredited school, plus 8 years of experience as detailed in the Essential Duties/Responsibilities and Qualifications sections,
  3. Or any combination of education, experience, and training which provides the required knowledge and experience.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, hear, see, and use fingers, hands, and arms. The employee occasionally is required to climb, balance, stoop, kneel, crouch, or crawl. The employee must frequently lift and/or carry up to 20 pounds.
