Employment Specialist/Recruiter

Selected in 2015 as one of Chicago’s 101 Best and Brightest Companies To Work For, Tovar is seeking an Employment Specialist/Recruiter to plan and implement the recruitment, selection, and orientation process. The candidate we seek will work collaboratively with Tovar’s team and third party providers to ensure that Tovar has the right employees at the right time to fulfill its mission at all locations. The successful candidate will oversee seasonal HR leads at satellite locations in Lockport, Elgin, and Rolling Meadows. Your primary office location can be selected. Travel to all locations required as business needs dictate. You will enjoy an excellent benefit and compensation package.

 

RESPONSIBILITIES:

  • Manage the recruitment of all open positions, full time and seasonal.
  • Meet with managers to determine staffing needs and develop recruiting plans to achieve required staffing levels.
  • Develop and maintain professional relationships with college, university, technical and community college placement offices, as well as other networking venues.
  • Develop advertising programs (internal and external) to ensure high visibility with potential candidates utilizing traditional and non-traditional resources to leverage networking and employee referrals.
  • Schedule and attend job fairs. 
  • Manage employment agency and search firm relationships including negotiating and controlling associated fees.
  • Conduct resume screening, employment interviews, appropriate assessments and referrals to hiring managers.
  • Complete reference/background checks, other pre-employment requirements, and extend employment offers.
  • Develop and conduct manager/supervisor training programs to improve recruiting and hiring efficiencies and to reduce turnover.
  • Create and conduct new employee orientation for year round and seasonal personnel.
  • Manage ATS, maintain HRIS recordkeeping, and develop employment related ad hoc reports as requested.

 

QUALIFICATIONS:

  • One to three years of experience Human Resources Generalist experience, with an emphasis on recruitment.
  • Bachelor’s degree, preferably in Human Resources management or a related field.
  • Thorough understanding of local, state and federal laws pertaining to fair employment practices.
  • Demonstrated ability to organize and prioritize work.
  • Proven skill in negotiating and managing budget.
  • High level of interpersonal skills to handle sensitive and confidential situations and a desire to assist employees in diverse circumstances.
  • Excellent written and oral communication skills.
  • Intermediate-Advanced knowledge of Microsoft Office: Outlook, Word, Excel.
  • English/Spanish bilingual preferred, but not required.
