Enterprise Program Change Manager

This position ensures the successful and sustained outcomes for the people side of change of multiple enterprise wide projects associated with a program or technical release by designing change management solutions that create efficiencies and maximizes effectiveness. This position is responsible for evaluating and integrating the impact of multiple initiatives on U.S. Cellular® associates and agent partners. This position designs and leads change management solutions to ensure associate acceptance and enable the project's transition to day-to-day operations. Additionally, this position is responsible for implementing new tools and tactics for program and release level activities that compliment with and align to the team's change management methodology.

  • Assess the impact of and implement solutions for introducing multiple, simultaneous and cross functional policies, system functionality, products, procedures and network changes to current business processes.
  • Provide oversight and guidance to team members on multiple projects in the development of change strategies.
  • Develop a versatile and comprehensive program or release change management strategy to meet business objectives.
  • Analyze the organizational change impacts for internal stakeholders affected by a program or technical release.
  • Develop an integrated implementation plan that includes a focus on the people aspects of change.
  • Recommend approaches to align key organizational stakeholders to the changes associated with the program or technical release implementation.
  • Partner with organizational leadership, communication, training, and business support teams to develop integrated change management activities for all target audiences.
  • Identify potential resistance areas of the affected audiences, and create mitigation plans and activities to reduce risks.
  • Provide oversight for multiple project activity's successful transition to business-as-usual operations at the end of the program or release.
  • Utilize project management tools to document, prioritize, and communicate activities and deliverables.
  • Develop and implement program and release level processes, methodology and tools to compliment project level deliverables, create efficiencies and maximize effectiveness.
  • Perform project implementation activities according to the plan, keeping all project stakeholders fully informed of responsibilities, status, and issues.
  • Facilitate post-implementation reviews to gather lessons learned to apply to future program or release implementations.
  • Approve program or release implementation scope, plans, and resource requirements.
  • Ensure program or release change management activities occur on time, within budget, and with a high degree of satisfaction by those affected.


  • Bachelor degree preferred; Master's degree preferred
  • Eight or more years business experience
  • Five or more years change management experience
  • Three or more years project management experience
  • Prior experience implementing large-scale business systems and processes across functional and departmental lines
  • Prior experience developing integrated change management strategies for organizational change initiatives is preferred
  • Ability to identify and asses opportunities to improve the integration of existing systems with business processes; consult with users on leveraging system features, and prioritize project and release level activity
  • Ability to build cross-functional teams is required
  • Excellent oral and written communication skills are required
  • Excellent interpersonal and analytical skills are required
  • Proven track record in rolling out technical projects is preferred
  • Business knowledge of the wireless industry is a plus
