General Summary:
With the development of Safer Foundation's new data management and data analysis system, Safer has prioritized enhancing Monitoring, Evaluation and Research (MER) in order to improve programs, utilize data and analysis for advocacy, inform agency decisions and strategy, and demonstrate to donors, beneficiaries, public officials, and supporters how Safer's work improves our clients' lives.

The Senior Director of Monitoring, Evaluation and Research is a research focused position which provides strategic direction, technical expertise and leadership in developing and implementing a comprehensive M & E and research strategy for the Safer Foundation. In addition, the Senior Director will continue the identification, development and application of evidence-based practices (EBP) and assess EBP implementation with the new case management system. S/he will oversee the completion and publication of abstracts, technical papers, and evaluations.

This position reports to the General Counsel and Vice President of External Affairs.

Essential Duties and Responsibilities:

Research and Evaluation

  • Review and approve research-related projects involving Safer clients, ensuring IRB requirements are met and Safer clients are protected.
  • Help Safer staff identify areas ripe for research/evaluation and design appropriate methodologies. Innovative participatory data collection methods are encouraged.
  • Provide technical assistance and support in analysis and write-up as needed.
  • Build Safer's profile as an evidence-based organization and share Safer's research through events, presentations, written pieces, and by building relationships with relevant academic, practitioner, and donor communities.
  • Lead internal evaluations and initiate and oversee/support evaluations conducted with external researchers, partners or consultants.
  • Collaborate with program and communications team to identify best methods and opportunities to use MER data and results for external advocacy and advancement.
  • Build partnerships with research organizations and ensure strong management of such collaborations.
  • Ensure publication of research results in policy and academic journals, reports and briefs.

 

Management & Strategy

  • Lead and manage Safer's monitoring system, research projects, and internal and external and external evaluations.
  • Support programmatic leadership to ensure the successful implementation and refinement of the new case management model.
  • Develop and review Monitoring and Evaluation (M&E) framework and performance monitoring plans.
    • Ensure the technical quality of MER's plans and project reports.Lead MER's integration into programmatic objectives and work plans.
    • Oversee Manager of Quality Assurance who conducts systems-level contract compliance, implementation, and reporting.
  • Detail lessons learned and best practices. Author/co-author technical reports and evaluations, as well as articles and abstracts for publication in peer-reviewed journals. Develop presentations.
  • Supervise the MER team, including hiring, tracking time and attendance, and performance management. Oversee MER budget, including planning and annual budgets, ensuring grant spending is on track, and ensuring correct accounting of all MER expenses.
  • Works closely with other teams including model and fund development to identify suitable opportunities and contribute to proposal development.
  • Collaborate with the technical, advocacy and communications teams to analyze and present programmatic data in compelling ways to internal and external audiences. Create, update and maintain data with key community indicators and quality of life measures.
  • Conceptualize, design, and deliver (with team) MER related capacity building activities to build Safer staff's knowledge and use of M&E tools, models and approaches and promote the use of data for informed management decisions, evaluative thinking and a culture of quality and accountability at all levels.
  • Work in collaboration with the Salesforce Administrator to manage external and internal databases to ensure compliance with agency protocol and funder requirements.
  • Develop the ability of key leadership to use data and information for internal learning, decision-making, and policy changes.
  • Represent the MER team at internal meetings for senior staff and Board meetings as needed, including direct engagement with the CEO and Board of Directors.
  • Represent Safer externally, including with donors, partners, technical forums and in conferences, events, and networks related to research relevant to Safer.

Monitoring System and Data Management/Analysis

  • Guide MER team to manage and refine the monitoring database.
  • Conceptualize new ways of analyzing and utilizing existing data.
  • Design quantitative and qualitative tools and methods to collect additional data, including for new areas of programming with partners.
  • Ensure that team members collect, manage, and analyze data accurately and maintain high quality standards.
  • Ensure quality control for donor and other external reports, including review of data-related narratives and charts.
  • Support the dissemination and dialogue around monitoring results in a range of formats, including briefs, to a range of internal and external stakeholders.

Required Knowledge, Skills and Abilities:

  • Strong quantitative or mixed-method and analytical skills and ability to concisely articulate information effectively to both non-technical and technical audiences.
  • Outstanding analytical and strategic thinking capacity and skills.
  • MS Office, word processing, spreadsheets, Internet software, E-mail, Database software, proficiency in statistical software (SPSS, SAS), and training others in its use.
  • Ability to work in a fast-paced environment with demonstrated ability to juggle multiple competing tasks and demands.
  • Ability to be thorough, detailed follow-through, and excellent organization.
  • Must display a high level of initiative, effort and commitment towards completing assignments efficiently.
  • Preference for candidates knowledgeable in the fields of criminal justice.


Education and Experience:

  • MBA, Master's degree or higher in public policy, public administration, or social sciences with a minimum of 3-5 years of experience in research and analysis. PhD's welcome.
  • At least, five years of experience in a qualitative and quantitative research design, data collection, analysis, and reporting. Experience in participatory research is preferred.
  • Minimum of two years of experience supervising monitoring, evaluation and research efforts. Experience with and/or sound understanding of development and management of organization-wide monitoring and evaluation systems preferred.
