General Summary: Reporting to the Senior Director, Health Policy and Practice Management (SD-HPPM). The Clinical Manager-Treatment (Clinical Manager) will be a critical component to the successful launching of substance use and mental health outpatient treatment services within Safer’s community sites, starting with the location of 808 S. Kedzie.

Essential Duties and Responsibilities:

The Clinical Manager is responsible for:

  • Supervising and monitoring all behavioral health treatment and case management services provided to Safer clients within Safer Community sites,
  • Ensuring that all services are provided in compliance with state (SUPR, HFS, DHS, MCO, etc.) requirements, as well as quality benchmarks; and
  • Developing the clinical skills of staff in order to reach their full potential at each stage of their professional development.

Knowledge Skills and Abilities:

  • Strong clinical/clinical supervision skills in both substance use and mental health.
  • Understanding of life experiences of clients with criminal records’ past or current justice-system involvement.
  • History of working with a client population that is widely diverse, especially in terms of class and presenting social pathologies.
  • In-depth knowledge of a substance use and mental health clinical interventions and diagnostic criteria.
  • Can analyze complex issues, propose solutions and implement decisions in conjunction with the SD-HPPM.
  • Excellent teacher in group sessions.
  • Excellent coach.
  • Problem-solver; go-getter
  • Experience in and passion for program design and implementation.
  • Experience in program evaluation/utilization review.
  • In-depth knowledge of ASAM Patient Placement Criteria.
  • In-depth practical knowledge of HIPAA and 42 CFR Part 2
  • Knowledge of Rule 2060 and 132 governing substance use treatment and mental health services in Illinois.
  • Knowledge of Medicaid-reimbursement requirements as they relate to service delivery
  • Knowledge of Medicaid managed care
  • Familiarity with the use of Electronic Health Record software to document notes/services.

Education and Experience:

  • LPC, LCPC, LSW, LCSW, Psy.D or other qualifications meeting the supervision requirements for Administrative Rule 2060 or Rule 132 supervision requirements.
  • C.A.D.C. certification in addition to above criteria is preferred
  • Previous experience as a clinical supervisor preferred
  • Previous experience working for a Medicaid-certified DASA or CMHC provider preferred
