General Summary:

Reporting to the Director of the Advancing Careers and Employment (ACE) program, the Program Data Specialist provides leadership, oversight, and performance management for data analysis for The DOL Intermediary Grant Program – Advancing Careers and Employment (ACE) which is designed to help justice-involved adults ages 25 and older to embark on career pathways and advance as they acquire industry recognized skills and credentials in in-demand sectors and occupations.

The Data Specialist will collect and analyze data related to the overall program as well as affiliate sites’ performance. Based on that information, s/he will evaluate and report on the overall effectiveness of the program and ensure adherence to all DOL data collection and performance management requirements. In addition, the Information Specialist will identify areas needing improvement.

The Data Specialist will ensure accurate and timely adherence to all DOL performance management and data collection and reporting requirements as well as coach affiliate offices on the achievement of goals and collaborations with partners and key stakeholders.

Essential Duties and Responsibilities:

  • Directs, guides and organizes program components, performance analyses, and program reporting consistent with evidence based principles and best practice research to ensure success in program operations
  • Conducts moderate to complex analyses and projections (performance, operational and statistical)—extracting data from other systems as necessary—including compilation, charts, reports, and data accuracy; develop metrics to track performance plans, identify issues or problem with data and make recommendations to remedy errors
  • Develops tools and facilitates training for effective implementation of WorkKeys and wQ assessment and educational tools at each site
  • Designs, develops, implements and maintains quantifiable Program Evaluation process that objectively measures and authenticates effectiveness of service delivery to participants in accordance with Safer’s standards and DOL contractual requirements
  • Facilitates ACE-wide communication and information sharing, including project management software (such as Basecamp); webinars; newsletters

Required Knowledge, Skills and Abilities:

  • Successful demonstration of intermediate to expert skill level in MS Office Programs (Word, Excel, PowerPoint and Access) with the ability to quickly learn new technical applications; knowledge and experience of database maintenance preferred
  • Successful and demonstrated experience in project management methodologies, in performing specialized business analysis, and project assessment
  • Experience gathering and analyzing data, reporting and presenting data and information, including writing narratives, as necessary
  • Ability to exercise good judgment and escalate critical issues and sensitive matters as necessary
  • Excellent verbal and written skills including interpersonal communication skills
  • Excellent organizational and problem solving skills; ability to think strategically across a range of intellectual and practical problems
  • Possesses and applies strong internet navigation and research skills
  • Knowledge of non-profits, strongly desired
  • Ability to coordinate the efforts of a project team
  • A valid driver’s license is required
  • Access to a (reliable) vehicle is required for travel as necessary to carry out responsibilities

Education and Experience:

  • Bachelor's degree or equivalent experience required; advanced degree preferred
  • 2-5+ years of direct work experience including research and/or data management
  • Experience with start-ups and multiple-site operations

All positions are Full-Time (40-hours/week) and located in the Chicago Metropolitan area, unless otherwise specified.
