Northern Illinois Food Bank’s mission is to lead the northern Illinois community in solving hunger by providing nutritious meals to those in need through innovative programs and partnerships.  Working collaboratively with a community of donors, volunteers and feeding programs, the food bank provides food across 13 northern Illinois counties each week. Northern Illinois Food Bank, a member of Feeding America, has received Charity Navigator’s 4-Star rating for thirteen consecutive years for its fiscal responsibility.

JOB DESCRIPTION

Summary/Objective
Northern Illinois Food Bank is dedicated to building community awareness and creating an efficient food distribution network to eliminate hunger.  Staff is committed to embodying these values in all activities.  Relationships are based on collaboration and respect.  Resources are leveraged in a manner that is strategic and cost effective in order to achieve the food bank’s mission and goals. The position provides management and leadership of best practices for our member agencies and regulatory compliance of the Food Bank programs.

 

Essential Functions

  1. Provide leadership of The Emergency Food Program for the Food Bank, collaborating and communicating with other internal teams, member EFP agencies and Illinois Department of Human Services staff. Must become thoroughly knowledgeable with EFP contract requirements.
  2. Provide leadership in food safety for the Food Bank as it relates to best practices and compliance for member agencies and Food Bank distribution programs. Collaborate with operations to regularly review and update guidelines and standard operating procedures.
  3. Lead the Client Data Tracking project for the Food Bank, collaborating with Food Bank IT staff and Feeding America. Work with Agency Training Manager to develop training and roll-out plan, working with Area Agency Relations team.
  4. Provide training and guidance to Area Agency Relations team to ensure compliance of member agencies with Feeding America, IRS codes and other relevant sanctioning body’s operating guidelines, regulations and rules. Must become thoroughly knowledgeable with Feeding America contract requirements.
  5. Develop systems, forms and processes to track member agencies compliance, including notification of Area Agency Relations team of upcoming due dates and outstanding items. This can include but is not limited to maintaining and updating:
    • Member agency contracts
    • Member agency policy and procedures manual
    • EFP contracts
    • Agency monitoring log and calendar
    • Agency monitoring form
  6. Oversee audit of Agency Relations programs by Feeding America and state government units and ensure we are adequately prepared for any audit.
  7. Maintain member agency files (electronic and hard copy), monthly service reports and ERP system agency master data. Review the work of colleagues when necessary to identify compliance issues and provide advice for training.
  8. Maintain regular compliance reports for the Food Bank and member agency compliance reporting related to Feeding America NAR reporting, EFP, and compliance KPI’s. Share reports with Director of Agency Relations and other stakeholders.
  9. Keep abreast of regulatory developments within or outside the Food Bank as well as evolving best practices in compliance control.

Supervisory Responsibility
This position may have subordinates or be required to mentor and develop other junior team members.  This position may also develop support volunteers.

Work Environment
This job operates approximately 80% in a professional office environment. The remainder of the time is in the field, on site at our member agencies helping maintain best practices.  This role uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands
While performing the duties of this job, the employee is regularly required to frequently communicate with member agencies, community members, internal and external customers, and team members over the phone, through email, and in person. They should be able to move inside and outside on uneven surfaces, climb and descend stairs, identify and count inventory, and fill out monitor forms. This would require the ability to move files and supplies to and from agency sites, open filing cabinets and bend or stand on a stool or ladder as necessary.

Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. This position regularly requires night and weekend work.

Travel
This position requires up to 20% local travel.

Required Education and Experience

  1. Four year degree in related area or equivalent experience
  2. Three to five year’s leadership experience
  3. Proficient in Excel, Outlook, Word, etc.
  4. Excellent written and oral communication skills
  5. Proven success in leading the development and implementation of process improvements
  6. Experience in project management
  7. Excellent interpersonal and networking skills.
  8. Strong customer focus
  9. Proven success in managing and motivating others

 

Preferred Education and Experience

  1. Familiarity with the concepts of inventory management
  2. Food Service Certification for the State of Illinois (will provide training and opportunity for certification if needed)
