JOB DESCRIPTION:

  • Creates new and enhances existing programs to ensure programmatic outcomes.
  • Ensures that administrative tasks of the Case Management Department meet or exceed all Safer and Illinois Department of Corrections (IDOC) standards.
  • Responsible for coaching and developing staff.
  • Each resident has a current Individual Performance Contract, appropriate for his needs, that is being properly implemented.
  • The Adult Transition Center (ATC) offers a range of programs, either directly or through partnerships, which are sufficient to meet the needs of over 90% of residents as they reintegrate into society. All program activities serving each individual, including those offered by partners, shall be integrated by effective case management.
  • Program staff is operating at a high performance level. Each staff member clearly understands expectations at all times. Goals and performance appraisals for each employee are in place and are completed on time.
  • All programmatic interventions and activities are periodically reviewed for quality, mutually critiqued, and appropriate coaching provided. Examples of interventions to be reviewed include, but are not limited to, regular counseling sessions, the IPC process, prestart, the substance abuse program, family interventions and other group sessions.
  • All program staff models the behavior the ATC is trying to engender on the part of residents. Residents are treated with courtesy and respect at all times.
  • Works closely with other members of the Administrative Team to create consistency and enhance the programmatic and counseling capacities of staff reporting to them.
  • Each program is operating effectively, as measured by meeting objectives established in the annual planning process; meets all applicable licensing, contractual, and other regulatory standards; and all program and ancillary staff receive required and desirable training and clinical supervision.
  • The Center Supervisor receives timely suggestions for program enhancements and all data necessary for the annual planning process.
  • All routine administrative matters are reviewed, approved and signed either by the Program Manager-Case Management, or a designee. Examples include, but are not limited to, level changes, privilege passes, IPCs, and resident budget checks.
  • All files and Program Department activities are in compliance with all IDOC audits and ACA standards. These standards are to be met at all times.
  • The role of Duty Administrative Officer is properly carried out when assigned.
  • A longitudinal evaluation system is in effect that accurately tracks outcomes to residents of various program interventions and techniques; an appropriate shorter term qualitative evaluation plan is in place for all significant programs; and evaluation results are effectively used to improve programs, develop new programs and eliminate the ineffective.
  • New program initiatives are created, developed, approved and implemented to meet the ever-changing needs of residents.
  • All IDOC requirements and special assignments and requests are carried out in accordance with law, regulation, standards and on time.
  • Program staff meet regularly to be informed of policy, procedures and issues; to collectively discuss and problem solve; and to make recommendations to the Program Manager.
  • Volunteers are sought and encouraged in order to extend the programs of the Center. Volunteers are interviewed, approved, and processed according to IDOC rules and are operating effectively.
  • Resident activities are planned and executed.
  • Submit required monthly reports timely.

QUALIFICATIONS:

  • Previous program management experience with demonstrated outcomes.
  • Prior supervisory and staff development experience.
  • Exceptional organizational, interpersonal and human relations skills.
  • Prior experience working with individuals with criminal records a plus.

 

ACADEMIC BACKGROUND:

  • Bachelor Degree in Criminal Justice/Social Work or related field
