Property Manager

The Property Manager reports to the District Manager and his/her primary responsibilities are as follows:
1. Supervises / completes accounts payable/receivables.
2. Supervises all marketing, leasing and administrative functions.
3. Hires, trains and evaluates office/maintenance staff.
4. Supervises specific site program administration.
5. Tenant/landlord relations.
6. Supervises day-to-day maintenance operations.
7. Financial analysis and reporting which includes budget prep and variance reports
8. Special projects as assigned.
 

The tasks in the Property Manager's area of responsibility include, but are not limited to, the following:
 

Accounts Receivable/Accounts Payable Tasks
1. Familiar with all procedures and requirements of accounts payable and accounts receivable.
2. Monitors rent collections and the status of landlord/tenant actions. Supervises all arrears and collection attempts.
3. Establishes and maintains good vendor relations and accounts in cooperation with the Maintenance Superintendent.
4. Ensures that vendor invoices are processed timely including petty cash, postage and expense reimbursements.
5. Ensures that up-to-date vendor files are maintained on site.
6. Ensures timely compliance with all reporting deadlines, i.e., accounts payables/receivables to the regional office.
7. Reviews/approves bad debt write offs and invoice credit memos.
8. Reviews and approves check requests up to $500 spending limit.
 

Marketing, Leasing and Administrative Tasks
1. Coordinates with the office team and the maintenance supervisor (where applicable), to oversee the smooth transition of apartment turnovers.
2. Ensures the understanding of and adherence to all EEO and Affirmative Action updates, which include Fair Housing/Equal Housing, Section 504 Self Evaluation of the Rehabilitating Act of 1973 and the Americans with Disabilities Act. Reports all requests for reasonable accommodations to the regional office.
3. Takes part in the preparation of annual operating budgets. Responsible for staying within budgetary guidelines for items within one’s control. Ensures that major budget items are completed as scheduled according to proper standards.
4. Initiates and implements policies, procedures, forms, schedules and/or controls with the approval of the District Manager to properly manage the staff and physical plants.
5. Supervises appropriate building security measures, incident documentations and proper notifications of management, owners and/or insurance carriers where necessary.
6. Conducts meetings upon request by rejected housing applicants.
7. Performs a periodic comparable site analysis and comp grids as well as shopping of competition.
8. Familiar with all site waiting lists, target markets and initiates advertising or "specials" with the approval of District Manager.
 

Hiring, Training and Evaluations of Office/Maintenance Staff
1. Supervises the performance of all maintenance staff and office staff, including the preparation and presentation of performance reviews. Approves all time sheets including O/T for submission to the regional office on a weekly basis.
2. Responsible for day-to-day operations including proper and full staffing, hiring of janitors, maintenance and leasing staff. Conducts the initial on-site orientation for all new maintenance and office employees and presents new hire packages. Develops Performance Initiation Plans for all maintenance and office positions.
3. Responsible to ensure training of all maintenance staff with regards to RMC’s policies and procedures.
4. Oversees the proper preparation of payroll time sheets and verifies data before submission of approval.
5. In conjunction with the Training and Development Specialist, documents issues to be noted in performance evaluations and keeps the District Manager fully appraised of the same.
6. Drafts disciplinary and/or probationary letters to maintenance personnel and provides a comprehensive backup for the District Manager.
7. Performs the initial screening and interview of applicants for the administrative positions as well as Maintenance Superintendents and recommends qualified applicants for District Manager interviews.
8. Participates in the initial training of new administrative staff in the areas of proper unit inspections.
 

Specific Site Program Administration Tasks
1. Conducts regular exterior physical inspections with written records for presentations to the District Manager.
2. Completes monthly expense variance reports for submission to the regional office by the 20th of each month.
3. Maintains a continuous list of project needs and concerns, both administrative and regarding the physical plant.
4. Assures timely compliance in conjunction with the Regional Coordinator with all responses to audits, whether generated for in-house use or required by federal, state or municipal agencies.
5. Supervises/ensures adherence to site regulatory agreements.
 

Tenant/Landlord Relations Tasks
1. Handles all tenant complaints expeditiously, diplomatically and professionally.
2. Confirms that residents are fully and properly notified of all issues that affect their tenancy.
3. Thoroughly familiar with each site lease and enforces the House Rules and Regulations of the site as well as the Pet Agreements and any regulatory programs in place and documents significant violations of either. Attends court proceedings as required.
4. Attends and controls resident meetings as required.
5. Ensures proper service to residents by thoroughly reviewing service request logs and following up on completed requests. Also, sets the lead in establishing proper service mentality in all dealings with residents.
6. Reviews the Open Items Report before it is sent to the regional office and follows up on items, which require attention.
 

Maintenance Operations Tasks
1. Develops proper preventive maintenance schedules and ensures adherence to the same.
2. Assures that multiple bids for upgrade contracts and service contract work are obtained and presented to the District Manager for approval. In addition, ensures that all contractors provide the proper insurance documentation and maintain insurance files.
3. Schedules, implements and maintains records of all site-specific programs such as inspections, upgrades, cycle paintings, HVAC, etc. in cooperation with the superintendent where appropriate.
4. Coordinates all move-in/move-out schedules with the superintendent.
5. Ensures the proper use of the purchase order system by all maintenance staff.
6. Assures compliance with contracts regarding work being performed by third party contractors.
7. Supervises site extermination programs.
8. Assures appropriate market rate standards of curb appeals for all sites at all times.
9. Ensures that the apartment standard books are current and approved and are used by site staffs as intended.
10. Issues purchase orders to site superintendents for amounts over $100 and up to a spending limit of $500.
 

Financial Analysis and Reporting
1. Maximizes income.
2. Exercises cost control.
3. Reviews monthly financial statements and ensures accuracy. Completes timely monthly management overviews and monthly financial overviews.
4. Controls vacancy losses through proactive suggestions and in-depth knowledge with local markets.

 

KNOWLEDGE AND SKILLS:
1. Two+ years of supervisory experience.
2. Strong leadership, organizational and administrative skills.
3. Team oriented.
4. Must be able to prioritize and handle multiple tasks.
5. Working knowledge of Microsoft Office.
6. In-house knowledge of principles, practices and procedures a plus.
 

WORKING CONDITIONS:
1. This position could be located anywhere from Chicago to Milwaukee
2. Some travel may be involved.
3. Must be flexible and willing to work all shifts/hours/days
4. Salary and bonus commensurate with experience
